Government Tuition Assistance

On October 1, 1999, the President signed into law, legislation that allowed Federal agencies to provide tuition subsidies to Federal employees for childcare at National Association for the Education of Young Children (NAEYC) accredited centers. On July 12, 2000 the Hart-Dole-Inouye Federal Center was give implementation authority.

In order to apply for tuition subsidies the following information must be submitted to the Child and Youth Program Specialist, as well as follow these guidelines:

  •  DD Form 2652, Application for Department of Defense Child Care Fees. Original signatures must be included of both the Military or DoD Employee Sponsor and their spouse if applicable.
  • Two current leave and earning statements (LES) / paystubs or current W-2s if LES' are not available. Those with a greater family income than $130,869+ do not have to submit the tax and income information.

All information is required to be updated annually concerning your child's enrollment at Stars and Stripes Learning Station. Patrons should immediately report TFI increases or decreases that causes a change to their income category.

Priority List of eligible federal patrons include:

  • Priority 1 - Active Duty Military Personnel (Guard, Reserve on Active Duty)
  • Priority 2 - DoD Civilian parents
  • Priority 3 - DoD Civilian grandparents who have legal guardianship of their grandchildren
  • Priority 4 - DoD Federal Contractors working in the Hart-Dole-Inouye Federal Center

All Tuition Subsidy requests must be turned into the Child and Youth Program Specialist, Robin Rogers. You can submit your package electronically or to room 2-1-30 of the HDIFC. Incomplete packages will not be processed until all required information is received.
